Mohammed Azman
President of the International Social Security Association
Dr. Azman was elected the 17th President of the ISSA during the World Social Security Forum 2022 in Morocco. As a social security practitioner, he envisions a better world where no one is left behind. He became the first medical doctor employed by the Social Security Organisation (PERKESO) of Malaysia, rising to Deputy Chief Executive (Operations) in 2011 and later to Group CEO in 2015.
Under his leadership, PERKESO introduced various innovations and reforms, including extending coverage from formal workers to other populations, such as government contract, self-employed, foreign, and domestic workers. He was pivotal in introducing the Employment Insurance System in Malaysia, creating strong linkages between social security and labour market interventions for vulnerable groups.
Dr. Azman is an advocate for rehabilitation, demonstrated by the establishment of the first facility in Malacca in 2014 and the upcoming expansion of centres in Perak and Terengganu.
Born in Pahang, Malaysia, he earned his medical degree from the University of Malaya (1987–1992) and specialized in Occupational Medicine at the Royal College of Physicians, Ireland, in 1997. He was conferred a Fellowship by the Royal College in 2011 and serves as an Adjunct Professor at Universiti Utara Malaysia and Universiti Sains Malaysia.
