Climate change action in Latin America and the Caribbean: Key priorities and good practices

The green transition represents a unique opportunity for Latin America and the Caribbean (LAC) to address the climate and environmental challenges, improve the well-being of all, tackle inequalities, tap into new sources of employment and financing, and chart more sustainable and inclusive development pathways. The region is uniquely placed to harness the potential of the green transition, as it hosts half of the world’s biodiversity, has vast reserves of critical minerals and offers unique conditions for the development of renewable energy sources. This event will discuss the implementation of priorities for climate action by LAC countries and identify best practices that contribute to advancing a green and just transition and net zero development, based on the findings and policy recommendations from recent OECD work, including the OECD-LAC Action Plan and Report on Climate Resilience and Neutrality: Key Priorities presented at the recent OECD LAC Regional Programme Ministerial Summit on Environmental Sustainability in Costa Rica, the Latin American Economic Outlook “Towards a Just and Green Transition”, and the OECD Environment at a Glance in LAC. While many countries of Latin America and the Caribbean (LAC) have committed to achieving climate neutrality and building resilience, translating these commitments into actions is imperative. This report identifies LAC countries’ main climate change policy priorities, which were discussed through a series of Regional Policy Dialogues and Expert Workshops and complements these with findings of recent analyses by the OECD and other international partners. It explores issues related to their implementation on climate adaptation, mitigation, and cross-cutting policy areas.

This Action Plan Towards Climate Resilience and Carbon Neutrality, proposed by the OECD under its Regional Programme for Latin America and the Caribbean (LACRP) and in collaboration with associated institutions, prioritises the most effective sectoral actions and defines their sequence to act accordingly. It builds on the OECD Latin American Economic Outlook 2022: Towards a Green and Just Transition and the discussions at three thematic Regional Policy Dialogues on Environmental Sustainability (November 2021), Mitigation (October 2022), and Adaptation (March 2023).

What challenges and opportunities does the green transition entail for Latin America and the Caribbean? This 15th edition of the Latin American Economic Outlook explores options for the region to recast its production models, transform its energy matrix and create better jobs in the process. It argues that, for this transition to be just, stronger social-protection systems and open dialogue must help build new, sustainable social contracts. In support of this ambitious agenda, the report presents an array of financing options, including green finance, and advocates for renewed international partnerships.
