Description
Heather Watts is Deputy Assistant Deputy Minister, Policy Sector at the Department of Justice Canada. In this role she manages the activities of the Sector in supporting the Minister of Justice and Attorney General of Canada in working towards a fair, relevant and accessible Justice system. The Sector does this through research, external relations, policy development, legal advice, law reform and delivery of programs. The Sector also plays a strategic role in contributing to the policy function across the Department, including through Gender-Based Analysis Plus, managing priorities and planning, and undertaking research and analysis to support evidence-based decisions. Ms. Watts manages key files in a number of broad areas such as criminal law policy including victims, national security law, access to justice, and international development. Prior to her appointment as Deputy Assistant Deputy Minister Ms. Watts was Deputy Director General and General Counsel in the Human Rights Law Section of the Department managing the provision of human rights advice in a number of areas including criminal law and procedure, national security, and privacy. Ms. Watts received her LL.B from the University of Ottawa (magna cum laude), following which she clerked at the Federal Court of Canada. She then obtained an LL.M from the University of Cambridge with a specialization in international law.
