Biography

Dr. Manuel Olmedo Palacios is the Secretary of State for Justice of the Ministry of the Presidency, Justice and Parliamentary Relations of Spain. Having entered the Judiciary Career in 2003, he has served as legal advisor to the General Council of the Judiciary, being a member and coordinator of the Working Groups for the Reform of Access to the Judicial and Fiscal Careers (2010-2012), for the implementation of the Transparency and Access to Information Plan of the CGPJ (2013-2015), and for the elaboration of the Principles of Judicial Ethics (2013-2015). From late 2021 to late 2023, he was the Secretary General for Innovation and Quality of the Public Justice Service. In November 2023, he was appointed Secretary of State for Justice of the Ministry of the Presidency, Justice and Parliamentary Relations of Spain, a position he has held since then until the present. He has also taught as Honorary Professor of Criminal Law at Carlos III University of Madrid. Internationally, he has carried out extensive work in the field of judicial cooperation in criminal matters.
